For the universities in South Korea, the application process for the admission of graduate programs (Master and Ph. D. programs) for Fall 2012 session will be started from late March/early April and in general closes by April/early May. The timings could be different depending on which university you are going to apply for.
It is highly recommended to contact a selected Professor of chosen university prior to the application. The research programs and contact information of the Professors could be found from the university website and his lab website.
Tips.
1. Browse as many as websites of several Professors whose research field is relevant to your interest. This is really time consuming process. You need to check out the publication list of the Professor and his lab members.
2. Select and contact at least one Professor each from some University. Write only to one Professor of a chosen University. In the case he has negative opinion about you (or no reply for more than a week), you may consider to contact second Professor of the same university.
3. If any Professor gives you a signal to apply for the graduate program, you may proceed to apply with his help or using the instructions given in the university website.

Korea fluency is in general not required for most of the universities. However, one may need to check out before the applications.
Remember, the direct applications to the universities are different from the NIIED _ Korean Government Scholarship Scholarship for Higher Educations in South Korea. And follow the Facebook page NIIED Scholars for more updated information. Those who have come under NIIED scholarship requires at least one year Korean Language/Cultural Education Program.
